A New Chapter for Social Value
Why the Updated Model Marks a Positive Step Forward
Over the past few years, social value has evolved from a “nice to have” to an essential component of how the UK delivers public good through procurement. With the introduction of the updated Social Value Model alongside the Procurement Act; there is a renewed clarity of purpose that deserves recognition.
What strikes me most is the Government’s commitment to making social value more accessible, more consistent, and more clearly embedded in the way public contracts are designed and delivered.
Simplifying the Model is not simply an administrative exercise; it has the potential to reduce uncertainty for suppliers and give buyers a more reliable framework for aligning contracts with community benefits.
I’m particularly encouraged by the stronger emphasis on relevance and proportionality. This is vital for enabling SMEs, VCSEs, specialist suppliers and niche innovators—especially in sectors like renewable energy, where supply chains can involve dozens of interdependent tiers.
Proportionality allows organisations of all shapes and sizes to contribute meaningfully, without the process becoming burdensome.
The shift also reinforces an important principle: good social value is not created in the bid room—it is created through partnership, planning and delivery.
The updated model provides a stronger foundation for that partnership, encouraging early engagement, better framing of requirements, and clearer expectations throughout the lifecycle of a contract.
As we move forward, the opportunity is not just to comply with the Model, but to unlock its potential—particularly in major programmes and supply chains where structured, methodical approaches can generate far-reaching socio-economic and environmental benefits.
There is a lot to be excited about, and I look forward to contributing to the conversation on how we can help suppliers and contracting authorities make the most of this new chapter.
